In a rare move, the US Copyright Office has issued new rules relaxing some restrictions on the use of copyrighted materials - and these have been approved by Librarian of Congress James Billington. While the rules are reviewed periodically, they are not often given new interpretations that enable more flexible use. The changes are very technical and will be analyzed for quite a while before anyone takes much action with them, but the linked story gives the details.
